Subject: [PATCH] fix(swaylock): rewrite for vanilla swaylock 1.8.6

The previous file used swaylock-EFFECTS options, which the packaged swaylock
ignores. Documents that swaylock reads $XDG_CONFIG_HOME/swaylock/config on
every invocation, including hypridle's before_sleep_cmd and the $mod+m
keybind.
