chore(clipboard): disable clipman history (AUR package removed)

clipman-git was uninstalled and has no pacman equivalent, so sway was spawning
ENOENT on `clipman` at every reload/launch. Commented out rather than deleted,
with the cliphist (extra/) port noted inline for when the keybinds come back.
